CC Healthcare Systems, LLC dba New Braunfels Rural Health Clinic's mission is to provide personalized, high-quality care on a continuous and preventative basis.  We have created a practice that we believe in and choose for our own family members.

We are a full-service family practice of dedicated, experienced providers who believe in working with our patients to maintain and improve their health. We work together to serve your entire family for all of your medical needs in all stages of life. Our providers believe in providing quality health care services to our patients in a friendly, relaxed atmosphere. We also believe in educating our patients as we work with them to achieve the best physical state possible. 

Our primary care providers consult with the Medical Director of the medical practice as needed regarding patient care in order to provide informed and consistent care at all times.

PROVIDER STAFF:    

Stephanie Berry, APRN, FNP-C,  is a board-certified Family Nurse Practitioner with over a decade of experience in advanced practice and more than 25 years in the nursing field. She brings a deep commitment to compassionate, personalized care and has served in diverse clinical settings, including primary care, urgent care, and chronic disease management.

Stephanie spent seven years at the Texas Diabetes Institute, where she developed a strong foundation in managing complex conditions and supporting long-term wellness. Known for her adaptability and dedication to meeting patients where they are, she creates a welcoming and supportive environment for every individual she serves.

She earned her Master of Science in Nursing from Frontier Nursing University in Kentucky and was honored with the DAISY Award in 2019 for excellence and compassion in patient care.

Jillian Phillips, APRN, FNP-C , serves as a PRN/covering primary care provider for the medical practice.  She is an experienced Advanced Practice Registered Nurse specializing in family practice, pain management and physical medicine.  She delivers specialized patient care including physical and wellness exams, diagnostics, trigger point injections, medication management for acute and chronic medical conditions. Jillian began her nursing career in the U.S. Army Nurse Corps, where she held roles as an Active Duty RN and Charge Nurse, providing complex care to medical and burn patients at SA Military Medical Center. She holds a Master of Science in Nursing from the University of Texas at Arlington.  Jillian maintains certifications including AANP and BLS and holds active licensure in Texas as both an APRN and RN.

Deborah Burley, APRN, MSN, FNP-C,  serves as a PRN/covering primary care provider for the medical practice.  Deborah obtained her Master's Degree in Nursing Family Nurse Practitioner from Texas Tech Health Science Center.  She is a member of the American Academy of Nurse Practitioners and holds a a national certification as a Nurse Practitioner.  Deborah has extensive clinical experience with over 13 years as a Family Nurse Practitioner.  She encompasses compassion and care in providing quality healthcare to her patients.  Deborah enjoys the great outdoors, knitting, baking, and spending time with her loved ones.

MEDICAL DIRECTOR:

 John R. Flanagan, M.D., serves as Medical Director and oversees all clinical aspects of the medical practice.  He has been a physician specializing in Emergency Medicine since 1983.  He received his Medical Doctor degree from the University of Texas Health Science Center at San Antonio, Texas. Dr. Flanagan is currently board certified in Emergency Medicine and has decades of experience in emergency medicine as well as in general practice.

Support Staff:

Our clinic staff includes several support staff members to include a Medical Front Office Clerk, Medical Assistant/CMA, Office Manager/Referral Co-ordinator, LVN, Billing/Collections Specialist, and a Clinic Director.
